Edinburgh Leisure and City of Edinburgh Council are committed to supporting our promising athletes of today and our stars of tomorrow.

The Performance Access Scheme (PAS) provides talented athletes, including those with additional support needs, with subsidised access to sporting facilities. PAS is designed to support athletes achieve their aspirations.

Whatever the sport, PAS can help athletes in their training through access to gyms, swimming pools, fitness classes and various other sporting facilities throughout Edinburgh. PAS provides subsidised facility access for those special athletes who are recognised by their sport in the following performance level categories:

  • Scottish National level non-professional athletes based in Edinburgh
  • Scottish Institute of Sport (SIS) or East of Scotland Institute of Sport (ESIS) selected athletes
  • Young athletes, aged 8-25 years, demonstrating high levels of sporting performance

Athletes must either be resident in Edinburgh or a member of an Edinburgh-based National Governing Body affiliated sports club.

Who is eligible for the scheme?

  • Registered SIS or ESIS athletes.
  • Non-professional national representative athletes.
  • Young athletes (aged 8-25yrs*) demonstrating high levels of sporting potential.†

How many athletes can join PAS?

The number of athletes selected to benefit from the programme is limited by the financial resources available to fund this scheme. The financial resource will be managed by selecting the athletes through full and ongoing consultation with SIS , ESIS and National Governing Bodies of Sport nominating the athletes.

* ‘Young athletes’ are defined as being between the age of 8 and 25 years old on the 1st April of the year they are nominated for PAS.

† The potential of a young athlete is often a subjective area. Consequently the selection process is progressed in partnership with National Governing Bodies of Sport and sports development officers, who have the necessary expertise to nominate. Nominations must be approved by the appropriate National Governing Body of sport.

Nomination process

Nominations can only be made by SIS, ESIS and National Governing Bodies of Sport (recognised by Sportscotland). Nominations from individual athletes will not be considered.

To nominate an eligible athlete, the relevant body must complete and submit the PAS nomination form overleaf. Alternatively, forms can be downloaded here or call 0131 652 2178 for additional copies. Please submit all completed application forms to Sports Development, 141 London Road, Edinburgh, EH7 6AE or email colinhutchison@edinburghleisure.co.uk

  • The majority of nominations are invited to be with Edinburgh Leisure by 7th March on any given year.
  • Nomination forms are available here or by contacting 0131 652 2178.
  • For nominations to be considered, all aspects of the nomination form must be completed.
  • All nominations must be agreed by Edinburgh Leisureand the approved nominating body. PAS cards will be sent directly to athletes at the address provided on the nomination form with details of entitlement and terms and conditions
  • Passes will be valid for 1 year starting on the 1st of April and expiring on the 31st of March the following year.
